The padlock indicates the EDM has been suspended. There are a couple of reasons why an EDM may be suspended. It could be the primary sponsor has been promoted to the Government. The other reason why an EDM may be suspended is because of legal reasons, for example a situation is mentioned in an EDM which becomes sub judice.
